Best Buy can do this, as can most dealers, and yes, there is a charge. Data migration is easy, and can be done by the owner, simply using an external drive as an intermediate, or (more complexly) using a cable. There are also some programs that will accomplish this, such as LapLink PCmover. Prices starts at around $50 and goes up to the hundreds for the more advanced versions.
