There are too many variables to say which one is "best", because it's going to depend on comparing two specific processors. Imagine taking the best processor in the Ryzen 5 5000 family and comparing it to the lowest performing 11th gen i7. You'd find that the Ryzen 5 processors are better. Now compare the best performing i7 and the worst performing Ryzen 5. Then you'd find that the i7 is better. If you can list two specific processors, then we can compare them
