That is a statement . If you are asking if a Chromebook will run a Microsoft programming language then you may be able to install wine on the linux installation and run it , but I would imagine that would be far more work than getting something other than a Chromebook.

Instead of Windows 10, Chromebooks run Google's Chrome OS--which is significantly less demanding and overwhelming, as it is driven entirely by Google Play Store apps and online applications, If want something that is small and Windows based, I would suggest looking at a laptop with Windows 10 or Windows 10 S mode.
