Yes It come with windows 10, and I haven’t had any issue with it being loud.

Sorry, there was a problem. Please try again later.Yes the fan is very loud and it makes this up and down pulsating noise. It vibrates and runs whenever I'm on and it bothers my head but it was hard enough to find and I'm not good with setting up so I'm not going through taking it back. Sometimes it sounds like a plane taking off and I'm just typing on a document. But it's a good computer over all if you can stand the fan.
