Eric, thank you for your question on this HP Envy 2-in-1 laptop! Both of the USB-C ports have power delivery for charging as it is a part of their design. You can use either port. The light is to show the charging status of the computer while it's plugged in: The light is orange while it is below full charge while blue indicates that it is fully-charged.
