My printer is “on” but in “sleep” mode constantly, until I awaken it with a print request. There’s a switch on the back—you can turn it off there. Or you can unplug it. But if you do either, it will take awhile to boot up when you need it.

You want to leave the printer on and connected to the internet at all times to avail yourself of the HP+ features (Instant Ink, the additional free warranty, and Print From Anywhere, to name a few). If this is not what you want and you do not subscribe to Instant Ink, you can power down the printer before you power down the PC, and the printer will not go into ready mode until you turn it on manually.
