• Technically no. Though it does make it easier and adds new features, you can still print using the stock software on your PC.

• Thank you for the question. You don't need the free HP Smart App to print to the computer, but it does have advanced scanning features (like erasing wrinkles from items you're scanning) that you'll find very helpful.
