• Some Legacy components may not work with recent Windows 10 updates. The way to install all Windows Updates, including KB4032188, and keep the HP OfficeJet 4650 printer working. Click Start - Settings Click Update & Security Click Update History Click Uninstall Updates Click Turn Windows features on or off Check the box next to Legacy Components Click OK Close the Install Updates window

• My computer has Windows 10 installed and I have no problem using the wireless connection. Don't really know why you receive that particular message. I can only suggest you uninstall the printer software and then reinstall and see if that fixes the problem.
