Yes, initial ink is included. After that, you will need to order more or sign up for HP's Instant Ink service.

This printer arrives with two print cartridges (color and black). And both with this printer and a similar prior one, I have used HPInk, which sends me replacement cartridges at a lower cost than direct purchase.
