“Can this work as an Alexa device where it can be powered on/off with Alexa without needing a smart plug? Or is the Alexa function only for printing features? I have the HP 6455 model and it works with Alexa but can't be powered on/off without a smart plug”

No. You don't want to power off the printer - it will go into sleep mode by itself and wake for a print job. it needs to be connected to the internet 24/7 if you intend to use the HP Smart features, including Instant Ink and Print From Anywhere. Restarting the printer each time you intend to use it will result in ink waste as the printer goes through its start-up routine and additional time to connect to the network.
