“Can the printer be controlled without using the printer app?”

• Yes you will need the APP to print from your devices. Download from app store. HP Smart. Will also need HP plug-in app. Smart app is information or a window for your printer. Ink . What's printing. For Copy and scan remote. The Hp plug-in app. Is the app that actually use to select print and formats what is printing to the printer from different devices . Both good apps and easy to use. Nice to use with your phone take that snap shot of your screen for a receipt and quickly prints.
