• No, you can NOT charge this laptop through USB-C port. For sure 100%.

• Yes. I think I saw it somewhere. Anyway, almost any high end laptop that is produced this quarter in 2020 can do that. But I believe it is only up to 100 watts, not more than that. Always check the original HP website as well as other laptop review blogs like pcmag, etc... for questions like this. It is better to see for yourself than believing what someone tells you.
