Using a lower-wattage adapter (a travel adapter, for example) will not harm the laptop, but it may charge at a slower rate. HP's official specification for the 16-f1023dx indicates that the USB-C 65W chargers 671R2AA, and 671R3AA as compatible, in addition to the Travel USB-C Multi-port Hub 1C1Y5AA.
