• You can get bitlocker if you upgrade windows 10 home to Pro. I am not aware if it has a TPM chip in it though. You can get a prorated version of pro through microsoft after you setup your pc from their store.

• If it's used for "Adult things" for pleasure just buy a cheap tablet. If it's used for work, it's over kill get something more your level like idk a MAC.
