“Sound cuts in and out when watching Netflix. Is not bad just kind of annoying. Is fine watching Direct TV. I'm using the optical cable. Not sure what is causing it. I have the setting on the tv set to what it says. Just bought it.”

That's not your sound bar or the cable. Let's face reality here, it's you're cheap, low balling network coverage. Get with the program and have a reliable network that you can trust on. Don't be scared to invest your money on what would better serve you. A phone with excellent coverage will left several concerns you might have.
