This theoretically is possible: I can reach my Google Home devices from anywhere, but that's because Google has created an entire cloud-based system to provide that connection. I'm not aware that Amazon does anything like that. IP addresses generally are assigned in one of two ways: 1) least common, you pay your Internet Service Provider (ISP) for a permanently allocated IP address for your device, and once you know that address, yes, you can reach that device by it's IP address, anytime, anywhere; 2) by far the most common, though, your device uses the Dynamic Host Control Protocol (DHCP) to request a temporary IP address from your home router. Your home router, by the way, ALSO used DHCP to get an IP address from the ISP. Most devices--computers, TVs, whatever--are not supplied with IP addresses by their manufacturers. They usually just know how to ask your home router for an IP address. The home network address assigned by your router might not be accessible from outside your home. Your home router already has an IP address from your Internet Service Provider, and relays messages from and to your devices using Network Address Translation (NAT). A better question might be: Does the TV manufacturer provide an application that allows your mobile device to reach the television remotely? There are Internet protocols that would allow a mobile app and your TV to communicate using the NAT function of your router. And actually, there is an Amazon Fire TV application that does allow you to connect to an Amazon Fire Stick, and although I don't really know, I would be surprised if that allowed it to talk to an Amazon Fire TV. I have not used this app. My best guess is that it would only work on your home network, and not allow access from outside your home network, but I can't be sure of that.
