“I have a Insignia™ - 24” Class F40 Series TV (Smart TV) Is there a way to change the picture size. The older (Unsmart TV's had a button on ther remote to control the size of the picture e.g. wide, normal and justified. "Home Button" does not give this.”

From the home screen, go to Settings. Open Display and Sounds, then choose Display Settings, on that screen, choose the Input you're using (HDMI 1 or whatever), you'll get the option to choose Auto Aspect or 4:3.
