Hi DJ! Thank you for inquiring about our Insignia™ - 32" Class F20 Series LED Full HD Smart Fire TV. Since this is a smart Fire TV, having an internet connection is necessary during the setup process as you would need to login to your amazon account and update software if necessary. After the initial setup, you can just configure your dish network and internet wouldn't be necessary anymore. One option you can do as a workaround is to connect it to a mobile hotspot instead.
