“How can I setup TV so that it starts with HDMI input? Online instructions say go to "Settings > Display & Sounds > Power Controls > Power On menu." But this TV does not have "Display & Sounds" within the Settings menu.”

Press INPUT, then select a video input source. Try to go to Settings > INlink Control option and select On.
