“The drain plug is just above the level of the water tank. I attached a garden hose to the water outlet as described in the manual but the tank fills up and the unit shuts off and does not drain out the hose as described. Has anyone else had trouble?”

This model doesn't have a pump, so the hose must be below the level of the drain plug. If your drain hose is above the level of the drain plug, it will drain back in the tank and cut off when full as you described. This may not be your situation, but I thought I would give you a possible solution.
