“It appears to be blowing out cold air… we have a very moist basement bathroom & our last one used to blow warm air and fill up fast this has yet to fill & seems to blow cool air is this normal or is there something wrong with the unit?”

No. It will blow out both warm air and cool air, depending on the environment it is in.
