“Has anyone every had the water not dispense before I can hear it working but nothing comes out and it displays an error 1 or error 3 it filled halfway washed then once got to the rinse cycle no water came out .”

This unit has an auto-sensing feature, it starts moving without water, this is normal. Error E1: please check if the water pressure is too low or if the water inlet valve is blocked. Error E3: the door is not closed/ the washer is not leveled. The rinse cycle is a spray rinse, that saves water.
