“I've set up the TV using a HD cable and new HD cable box. The picture fits the screen horizontally, but is short vertically about 3 inches from the top and bottom. Is there a setting that I need to change on the TV? - and how to do it.”

No I don’t think so. I’ve had the tv for about 4-5 months now and have been messing with the setting but I can’t find anything other than maybe in advanced settings for picture go to overscan and turn it off it should help a good bit.
