• You won’t be able to watch Netflix without some kind of internet connection. If you’re asking if you can port the movie or show from your phone to the TV, I don’t think so.

• As far as I know this is a display cable only to transfer video signals. It cannot transfer internet signals. Netflix has the option to download shows to a tablet or phone for viewing when internet is not available.
