What are the buttons on top for? I have a 3 ring then a dash then a phone then a plus sign on top. What are they for? null

Phone = Answer a call (assuming the speaker is paired with a phone)
3-Rings = Pair/Unpair

Plus and minus are for volume
Phone is to accept or make a phone call over the speaker.

The 3 ring as you called it is the on/off. The dash is to reduce volume, the plus is to increase volume. The Phone button is to allow you to take a phone call if using with a smart phone.

Did you read the owners manual...? There are 4 buttons on top of mine:
The button with the ring is the power on/power off button.
The + button is to increase volume.
The - button is to decrease volume.
The phone button is to answer or make cell phone calls (you have to have the speaker paired with your phone via Bluetooth.)

The buttons' functionality is the following:
- The first button is Turn On/Off (there is a light on the front of the speaker that shows the on or off position) 
- The "dash" is to lower the sound
- The "phone" is for a Bluetooth connection to any Bluetooth device - this connection allows the speaker to be used as a microphone and a speaker, if connected to a mobile phone.
- The "plus" is to increase the sound
