“I am a gaffer at a convention center and have to fairly frequently test data ports to see if they're live. Rather then carrying a laptop around would I be able to use this with a type C phone and plug the cat-5 in?”

Depends on the phone. I have done this with some samsung phones. The speed is not that great but it will run a speed test or youtube to prove live internet connection.
