You just buy the printer, sign up, and when the ink runs out from the cartridges that came with the printer, you install the ones that come in the mail.

When you set up your printer and install your cartridges it will prompt you to set up an HP account (if you don't have one yet) and your printer will connect with HP and they will monitor your ink levels automatically. When your ink is low, they will send your new cartridges. So, to answer your question, NO, you do not have to buy any cartridges. You just pay the monthly InstaInk fee for the plan that you choose. When we created an account for our instant ink on the HP website, they shipped us cartridges, but they did not start counting our pages until we actually installed the cartridges in our printer. We were able to us up what ink came with the printer first.
