Hi jony, the Intel core i5-10400 10th gen processor is NOT an unlocked processor. Unlocked Intel core processors have a K at the end of the sku. Best Buy does have some unlocked Intel core i5 10th gen processors. Check out this link: https://rb.gy/irznox Thanks for choosing Intel.

No, you will want to choose a processor with a "K" in the model number such as the 10600K in order to overclock.
