Any mobo CPU combo should go through a boot cycle when you change hardware and look for bootable media and eventually choose the USB if the win 10 media creation file is on there and your hard drives are formatted. Alternatively or to bypass any bootable devices you can manually set the boot cycle to choose usb first in the bios by pressing F1, to get into the bios. If you are asking for recommendations the i3 9100f and i5 9600k are probably the best value intel cpu's right now. Any "Z" mobo will allow you to access higher than 2666mhz clock speeds on your ram or you can just get a cheapo board. Keep in mind the cheapo boards may not have ARGB headers, AIO pump headers, M.2 slots or usb 3.0. CPU socket type 1151.
