Does this give you 240 fps null

Only for Crysis. All other games run graphics through the GPU.

With a 1080ti I was able to get 300fps 2080ti over 400fps Good processor for the price was able to get it to 5.1 ghz overclocked as well.

Thats kinda gonna be dependent on a few factors. Quality of the gpu, ram, monitor, and settings (i.e. 1080p, etc.) So to answer that question yes it has the potential. Your best chance of hitting those frames is with a 2080 super or 2080ti or something similar with minimum 16 gigs of ram at 1080p than ya that shouldn't be a problem.
