Can this CPU become 4.9 GHz? null

If you OC your chip, it can get up to 5.1 GHz.

It can achieve 4.9gz really easily and still keep cool under 70c. You can expect to get another 300mz with an overclock anymore and it'll be luck based on what silicone you get. Also cooling is important if a turbo speeds for a long time.
