• If you mean can i use the steering wheel as a menu to control the volume and choose radio/aux/bluetooth etc then yes If you mean can you drive with the stereo then no.

• You need to purchase a separate "steering wheel control harness". Look for brands like Axxess and Metra and key in your vehicle to know which ones fit yours. The stereo doesn't come with those so it is a separate buy.
