No it doesn't, but you can set a timer for the heater to shut off after the set time has lapsed.

It only shut off if you have the temperature on 75

Yes and yes. The temperature settings are in 5 degree F settings (60, 65, 70, 75, 80, and 85). It also has a Max setting which I think will run continuously. The timer has 1hr, 2hr, and 4hr settings. Seems to work well for a small electric heater.

Yes, the heater does shut off when the temperature is reached and comes back on once the temperature has dropped without the timer.
