“CPU & system fans run loud all the time even no CPU or GPU load. Temp is ~22C. Played BIOS or Vantage settings no difference. Only two times the fan turned quite. Once was running Cpu-Z stress test. The other was uninstalling the Macfee. Is this normal?”

Wha't Q-Control? It's not available for this model. Diagnostic tool also doesn't have fan check module.
Sorry, there was a problem. Please try again later.After installing the AMD chipset driver from Lenovo Site, the fan turns quieter now. Or it's caused by the Microsoft Defender which maybe run in background when the system was first setup.
