In the US, the electric utilities are supposed to deliver power to residential customers at anywhere between 110 and 125 VAC RMS. The value 117 (or 117.5 or 118) is often seen on products because that is the middle of the specified range. The standard is 120 VAC (per National Electric Code) is 120V +- 10% which means it could vary from 100V to 132V. Many inductive loads are designed to work at optimum levels at 115V. 120 VAC will be a polarized two-prong outlet or the more familiar three-hole outlet with two prongs and a grounding pin. In many places, while the line is specified as 120 VAC, the actual voltage may be as low as 110 VAC. The voltage in the USA started out at 100V. It was used almost exclusively for powering public street lights. The public wanted them brighter so the power company turned up the voltage to 110V. It was at 110V for a long time as more power companies came online. The demand for brighter lights precipitated another change to 120V.
