Will this phone stream to a smart tv without wifi null

I just got it to cast to my Roku stick and Roku TV devices using Web Video Caster app. YouTube works as well. I'm not sure if it works without a common network. They could have set that up better. Maybe they want you to buy a LG TV or Google ChromeCast device.

The Stylo 4 is not able to stream to a TV without WiFi. ^CP
