The 0.03cis not the refresh response time, it’s the Gray to Gray time, meaning the individual pixels can switch colors at 0.03 ms. EVERY 240Hz monitor will have a response time of about 4 ms.

Some devices may reduce to 120hz or 144hz if display port is not used. This is not a fact. More research may be needed as hdm 2.1 a or b may have different results.
