No, one is just a mechanical toggle for the scroll wheel mode and the other is to switch between bluetooth and their lightspeed mode.

The one beneath (G-Shift) switches it's modes on the computer from the USB receiver to Bluetooth, which lets you customize an entire new button layout that you can switch to on the fly. However, the two buttons on the top end's upper left (normally used for DPI up and DPI down) can be programmed to anything you like.

One of those buttons controls the ratchet mechanism for the scroll wheel and the other switches the mouse between Lightspeed and Bluetooth mode. The scroll wheel, however, is fully programmable in Logitech G Hub. You can bind scroll up and down to separate commands respectively, and like some office mice the wheel can be tilted to the left or right, which can serve separately programmable functions including browser forward/backward or even copy and paste. This is actually one of the most versatile mice I've ever seen.
