Yes your should be able to. You actually use the app on app on your phone to set up the network.

Not sure what you mean. But you need a provider for internet. Erro configures off your cell phone with an app. You do not need computer to configure

Yes. It works fine without a computer. Basically you set it up on the cell app and login like regular wifi
