• No, calls can be made to other portals or to smart phones. And smart phones can call portal.

• No. As long as they have WhatsApp or FB Messanger you can have video calls.

• No, you can call anyone on your Facebook and Messenger list. The benefit to having it at both ends is that both ends of the call get to take advantage of all of the features. We haven't tried every one of them with a Portal at only one end, such as the watch together app, so I am not sure how many of the features work without a Portal.
