• Looks to me like it works with any windows device that supports Bluetooth.... not limited to only surface devices. I.E. any brand computer that had Bluetooth and runs windows 10/8.1

• yes, sync to my laptop with out any problems.

• It connects to the Surface via Bluetooth only. There is no USB transmitter. It is designed to work with a Surface. There is a non-surface version too.
