PC freezing up may be caused by a hardware issue , programs not working properly or malware. A clean install of 8.1 would verify if it's a hardware issue, then install required programs and see if the problem occurs again. Main reason to upgrade to 10 is it's the current version and will be supported for a longer time. Verify your PC can be upgraded to Windows 10, some hardware is no longer compatible with the latest version of 10.
