“I have been told to load this on a surface pro that was on a network , is no longer but cannot be opened. It tells me the windows 10 usb will wipe and reinstall the operating system. Does this sound right?”

Just keep in mind that you’ll probably lose everything that was on that device’s hard drive when you do.
