• you can do several ways, 1. if your laptop has an option to insert a sim, you can use this pack and activate a new number or port-in your existing number, activate data plan. 2. activate this SIM card in your mobile, use your mobile as hotspot to get wifi data on your dell latitude. 3. you can buy mobile hotspot devises inset this sim activate the data in it, can connect to its wifi, as mobile hotspot with this option you do not depend on your cellphone devise

• You can use hotspot with this sim card kit but if your running a laptop once u use your allotment it's almost useless since its pre paid. I would get a post paid account on verizon,tmobile etc for that.
