No, this powerstation XXLPD is not capable of providing the peak wattage/voltage necessary in order to activate an open the charging line on your surface. If you have already tried multiple cable combinations and nothing seems to work it is because your surface has detected that this power supply cannot provide the necessary juice to charge your Device.
