• yes with the right cell plan almost any andriod thats decent has hotspot button under settings , I dont have it cause of my plan even though its unlimited and amazing guess it costs a little more. Most plans come with hotspots even prepaid now

• This phone can be set up to be used as a Mobile Hotspot. Keep in mind, this is dependent more on your Mobile Carrier's service plans. If your plan offers Mobile Hotspot (And your mobile carrier is compatible with this phone), it will work on this phone just fine.
