“Will the Nest Mini work with only my Comcast WiFi? There will not be an iPhone or Bluetooth as I want to be able to leave music playing for a pet when I am not home.”

Yes. However, you will need to use your phone first for the setup using the Google Home app. Once it's all set, you can play music or use Nest Mini's other features even without the phone.
