I've only owned this extender for about a month, and I don't use powerline ethernet. However, this extender is designed to use your router's wi-fi signal to extend and enhance that signal in other parts of a home, building, etc. Unless the location on your third floor is a considerable distance from your router, it can most likely be setup without the ethernet extender or by a direct ethernet connection to the router or a switch. On the other hand, if the distance prohibits that, I would think that using your ethernet extender as a backhaul for the wi-fi extender should work although the setup could be a little different in which case you'd want to visit the Netgear site. Hopefully, someone will chime in who's actually done a similar installation. Hope this helps at least a little.
