• If your cell phone is sharing it's connection through WiFi, then yes the adapter would be able to connect to that.

• Your cell phone creating a hotspot IS creating a wifi signal aka ethernet via wifi, so if you wanna connect to the internrt via your phones hotspot rather than another wifi source, yes u can.
