Technically, yes, this is true. However, this legally-required label is applied very broadly, and does not necessarily represent a strong risk of obtaining cancer, birth defects, or other reproductive harm. For example, this label could apply to things like car exhaust, or even coffee in some cases. According to Wikipedia, "the requirements apply to amounts above what would present a 1-in-100,000 risk of cancer assuming lifetime exposure (for carcinogens), or above one-one-thousandth (1/1000) of the no observable effect level (for reproductive toxins)." The existence of this risk label alone does not mean that you're likely to get cancer from your food processor.
